Being a relatively new resident of Rogers Park, it has taken awhile to get the lay of the land. One year ago, I saved an interesting .pdf file from The Historian, the newsletter of the Rogers Park West Ridge Historical Society and began learning. Just the other day, I saved a .pdf from the Rogers Park Builder newsletter (Summer2006) of the Rogers Park Builders’ Group. (The Internet can be a place to learn). I’ve read and re-read that file. And now I’m beginning to understand. Comprehend. See.

Also planned for the near future is the Gale Community Center,
which will provide recreational activities for people of all ages.

summer, said Moore.
Due to be built in the near future is a new fire station replacing the
one on Greenleaf near Clark. Construction is scheduled to start
this fall on the site currently occupied by the Clark Street Mall.
Ah…that was then, and this is now. Community Center, Boys’ and Girls’ Club. Community, Center, Boys’ and Girls’ Club. It really doesn’t matter. The Alderman doesn’t care what kind of pie it is as long as he gets his piece!
The other day, I was walking south on Clark for the first time in a while and saw the progress being made on the “new fire station” mentioned in the Builder article. ” What?”, I said to no one in particular. “On a site currently occupied by the Clark Mall? No,” I continued, “the fire station is being built to the north of the Clark Mall, which still sits there, an empty eyesore”. Empty. Eye. Sore.
The camera does not lie.
Alderman Joe Moore, in that Summer 2006 edition, was informing RPBG members of all the wonderful new construction in the neighborhood. Could the author of the article have misheard, misunderstood the location? Could Joe Moore have made a mistake in identifying the location?
Would he lie? Could he lie??
Alderman Joe Moore conducts or attends any number of meetings. Okay, let’s call them lots of meetings. Many of these meetings are also attended by local real estate developers (read: cronies). Can you imagine the drone of plotting and planning that goes on before the public is invited, accompanied by slick sounds of palm greasing palm, one after the other? What a powerful concerto! So powerful.
And, so powerful are the encores (read: lies) of the Alderman and his cronies. We’re seeing the Alderman’s piecrust promise (easily made) of a vibrant neighborhood being easily broken every day, aren’t we? Consider the latest: Chad Zuric’s “clocktower in the hole” condo project on the former Adelphi Theater property is now in foreclosure, and Mr. Zuric, a Moore crony, has seemingly fled the country! Did he blow you a kiss goodbye, Alderman? Wouldn’t the Adelphi have been put to better use as a Community Center? Or perhaps the long-needed Boys’ and Girls’ Club?
If you care so much all of a sudden about the children of Rogers Park, Alderman Moore, take the short walk on the path through Touhy Park, from Paulina to Clark Street. Spend a little time meeting with your buddies at Chicago Park District. Look at the photos. These walkways are sadly in need of repair. Even older people walk these deteriorating paths and, once again, the camera shows the truth.
And, spend some time with your buddies from CTA. Many underpasses of the El are peeling down to bare concrete. Think there might be some lead content in that 90-year-old paint residue blowing around Rogers Park?

Is it time for another meeting yet? You may as well get out the snake-oil. (I didn’t realize snake-oil was coming into vogue again, and that sales are going through the roof! No joke!).
Innate curiosity compels me to search for the truth.

“Northside Community Bank has filed suit in Cook County Circuit Court to recover almost $2.2 million on a stalled 32-unit condominium building at 7070 N. Clark St., once the site of the Adelphi Theater. Work on the $10-million project apparently stopped after construction of a lower-level parking garage. Alderman Joe Moore of Chicago’s 49th Ward does not seem to believe in this axiom.


As of 07/01/2008, the development project at 7070-7078 N. Clark St. (which many of you fondly remember as the Adelphi Theater) has gone into foreclosure, leaving us with a subterranean, exposed parking lot; some I-beams; a lot of weeds, and more broken promises to the residents of Rogers Park..
It seems the developer of the property, Cedomir “Chad” Zuric, is in some deep financial mud, so slimy that it has to be rubbing off on Joe Moore. The story goes like this:
–The Adelphi Theater was closed in 2002.
–In 2005, Bill Morton and the Citizens for the Adelphi Theater failed to raise the money to purchase the building and it fell to the wrecking ball in January of 2006.
–In November of 2005, Mr. Zuric reportedly “purchased” the zoning change for the site from Alderman Joe Moore, 49th Ward, City of Chicago, Richard M. Daley, Mayor (it is not known if Alderman Moore personally benefitted financially from this transaction, but Mr. Zuric, through his ever-disappearing companies, has contributed over $10,000 to Citizens for Joe Moore and to the Democratic Party of the 49th Ward). Apparently Alderman Moore turned a blind eye to the fact that Mr. Zuric was $400,000 in arrears with his child support payments, a fact he (Zuric) did not disclose when filing the Economic Disclosure Statement and Affadavit (“EDS”) required by the City of Chicago. They must have both thought the matter would never be investigated. Who knew?
–On December 28, 2005, Mr. Zuric was served a lien for the back child support.
Somewhere along the way, he must have contacted Alderman Joe Moore, maybe even hit him up for a small loan of $400K to get the ex-wife off his back. Lo and behold, things began to change! Lo and behold!
–On May 19, 2006, Mr. Zuric, who has a child support lien for $400,000 (Doc # 0536216174), took out a $14 Million loan collateralized by the condo project.
–On May 30, 2006, Mr. Zuric settles the $400,000 child support arrears. Hey, sometimes sleight of hand works, especially when you get help from your shill in the audience! Especially when you use mortgage money to pay to get your ex-wife off your back. I’ll bet she and the child(ren) quieted down quickly, too.
So Mr. Zuric goes merrily on his way developing the property, and Alderman Joe Moore goes merrily on his way extolling his virtues in helping the 49th Ward achieve more unaffordable housing. Together, they have creating the “mudhole/weedpatch-encasing-the-concrete-hole” that now exists where the Adelphi Theater once proudly stood for close to ninety years! Unbelievable!
In managing to put the property into foreclosure, these two men must now be considered untrustworthy (read: promise breakers); dishonest (read: smarmy); or you can go ahead and read anything into it you want! They are both no good. No. Good.
What happened to the rest of the $14 Million, Mr. Zuric? Did you manage to get a part of that, Alderman Moore? I don’t think I’ll bother with any more questions, because each man would circumvent them and come up with some cockamamie answer just to make himself look good, well, to himself! You can both abandon the project, just as you abandoned the Adelphi Theater. The only suggestion for use of the current foreclosed -upon space would be to erect a large screen and install a lot of benches, a soda machine, a popcorn maker and a video projector. It could be called “Movies in the Hole”, and at least the members of the Rogers Park Community would benefit in some way.

And guys, you belong together, in your own oleaginous way. Each of you lubricates the other, and no amount of degreaser will get either of you clean again.

RATS FEEDING RATS!
Who are the people who don’t even know how to properly dispose of garbage?
The Dumpster was invented because dogs and the wind frequently caused metal garbage cans to blow over, spewing all that filthy garbage into alleyways and yards. It was a good idea; multiple-unit buildings could finally have all that mess in one convenient place and the neighborhood would become cleaner and less attractive to RATS and other garbage-loving animals. And for a while, Dumpsters actually worked! Tenants of multiple-unit buildings took their garbage out the back door, lifted the lid, dumped, and walked away, knowing that when the Dumpster filled up, it would be emptied by the Dumpster-men. No muss, no fuss! Hurrah!
As large as Dumpsters are, these days some people apparently just don’t have the coordination to lift and dump. Perhaps they’ve forgotten how to lift the lid. Perhaps they’re disabled. Or, perhaps they’re just too lazy. It’s obvious they don’t care (a caring person would make an effort to dispose of garbage properly). Yup, I think that’s it–they just don’t care.
Rogers Park is a beautiful, historic neighborhood in Chicago. But the RATS (those who don’t care) are feeding the RATS (the animals) more and more these days. Rogers Park could become a more beautiful neighborhood if its residents would take responsibility for their actions. That means: you make a mess, you clean it up! An infestation of RATS is a serious problem; they’ll even chew through concrete to get at food. By spilling your garbage and leaving it, you are inviting RATS to breakfast, lunch, dinner and dessert! Their good friends, the ROACHES and the MAGGOTS, will start to hang around, too! RATS, ROACHES and MAGGOTS, oh, my!
These photographs were taken Tuesday afternoon (22JUL2008) in the alleyway behind Sherwin Ave., between Paulina and Ashland Aves. The person who left the loaves of bread on top of the Dumpster must really like RATS, or is perhaps part-RAT him- or herself. There is a full line of at least a half dozen Dumpsters behind this building, so lack of proper garbage containers cannot be used as an excuse.
The napkins and styro container of fries on the sidewalk were found on Rogers just before Ashland, and Ashland just north of Rogers. This type of littering, a fineable action if you are caught, is also becoming more and more frequent as we get lazier and lazier.
What a great feast the RATS will have in Rogers Park tonight! Yay! The travelling RATS are getting out the word as you read this. Can you hear it?
“Them folks in Rogers Park put out a dang good spread. Le’s hit it, cuz they throw everythin’ right out on the street! We don’ hafta do no work to get at all that food. It’s all right there, in front’a our faces!”

But why are you doing that? When was the last time a RAT (the animal) brought you a meal, complete with dessert? The money to pay for that food was hard to come by, wasn’t it? If I saw and photographed this in just two small areas of Rogers Park, I know had I taken a longer walk through more alleyways, I could fill a photo album in less than twenty-four hours. Even if the pictures were really, really small.
Begin slowly, by taking responsibility for your actions. You made the mess. You clean it up.

Hazardous Waste in Rogers Park
Day 1 – Around 6pm, Catheter, Colostomy Bag (filled with urine), swabs, latex gloves, and Colostomy Bag wrapper are discovered at 7315 N. Sheridan Road. I had to tell several kids to not play around the waste. One of the mothers gave me the dirtiest look for alerting her kid. Oh Well.
Day 2 – 9:49Pm, Another concerned citizen called 911 about the biohazard. 911 told her that they would not pick it up immediately, but at 6:30AM tomorrow morning.
At 8:17 tonight, I placed a 311 call regarding some hazardous material which had been deposited near the sidewalk of 7313-15 N. Sheridan Rd., a property you are undoubtedly familiar with. The attached photos reveal a colostomy bag (filled, with attached catheter); a pair of rubber gloves; one (1) swab; a foil package (torn open); a plastic bag (Probably for the replacement), and something that looks like a “medical” rag. As of 10.25 PM, no one has responded.
Could you please alert the employess and mangers of the nearby nursing homes to refrain from disposing of these types of materials (hazardous, certainly to small children and pets) on any property? And, just how hazardous does a material have to be to generate a response? Rogers Park (and the 49th Ward, City of Chicago, Richard M. Daley, Mayor) does not need any more garbage thrown about its streets and walkways. Perhaps you may in the future place one of the new solar-powered garbage receptacles in this area for people to ecologically dispose of hazardous materials. (see accompanying photos). – M. At 8:17 tonight, I placed a 311 call regarding some hazardous material which had been deposited near the sidewalk of 7313-15 N. Sheridan Rd., a property you are undoubtedly familiar with. The attached photos reveal a colostomy bag (filled, with attached catheter); a pair of rubber gloves; one (1) swab; a foil package (torn open); a plastic bag (Probably for the replacement), and something that looks like a “medical” rag. As of 10.25 PM, no one has responded.
Could you please alert the employess and mangers of the nearby nursing homes to refrain from disposing of these types of materials (hazardous, certainly to small children and pets) on any property? And, just how hazardous does a material have to be to generate a response? Rogers Park (and the 49th Ward, City of Chicago, Richard M. Daley, Mayor) does not need any more garbage thrown about its streets and walkways. Perhaps you may in the future place one of the new solar-powered garbage receptacles in this area for people to ecologically dispose of hazardous materials. (see accompanying photos). – M.
